The ECB has approved UniCredit’s use of the "Danish Compromise" method to calculate consolidated capital ratios. As a result, insurance holdings can be risk-weighted instead of being deducted from regulatory capital. Hesse’s minister-president Boris Rhein met Unicredit chief Andrea Orcel and demanded that Commerzbank be preserved as a German stock corporation with its own listing, and that its legal seat and executive board remain permanently in Frankfurt. All functions relevant to banking business should stay in Frankfurt, the name Commerzbank should be retained as the main brand in Germany, and the corporate client business must not be transferred to HVB or other Unicredit units. Rhein also demanded that the corporate banking business not be transferred to Hypovereinsbank (HVB). Unicredit holds almost 50 percent of Commerzbank’s shares and plans cost cuts, the elimination of thousands of jobs and a slimmed-down foreign network, prompting fears in Frankfurt of a drastic downsizing and a possible merger with HVB with a relocation of the headquarters to Munich.
