  • S&P raises outlook for Cemex to "positive" after debt reduction and strong operating performance

    S&P Global Ratings has moved Cemex’s outlook from "stable" to "positive" and affirmed the issuer rating at BBB-. The decision is based on adjusted leverage of 2.5x EBITDA, an FFO-to-debt ratio of around 30%, and an almost 27% rise in EBITDA in H1 2026 to USD 1.8 billion. S&P expects EBITDA of just under USD 3.6 billion for 2026 and forecasts free operating cash flow of nearly USD 1.4 billion, while Cemex is expanding dividends and a share buyback program and has implemented multiple debt-management measures.     The EU Commission suspects Cemex among several construction‑chemicals firms of having colluded on prices for chemicals used in cement, concrete and mortar between 2021 and 2022 to push prices up after the Covid‑19 pandemic and Russia’s invasion of Ukraine. The companies have been sent a statement of objections; investigations involve firms from France, Germany and Spain.
