RBC Capital Markets has downgraded Dow from “Outperform” to “Sector Perform” and cut the price target from $51 to $28. The decision is justified by expected weakening polyethylene prices, a structural oversupply and weak demand, and the burden of the costly cracker project in Alberta, which could require around $6 billion in net capital.
