Senate Bill 716 allows fines up to $50,000 per violation for health and safety breaches that cause a declared emergency, while Assembly Bill 817 mandates financial coverage for qualifying projects, initially in parts of Los Angeles and expanding in 2028. A massive fire at Lineage Logistics’ Boyle Heights cold storage facility has burned since June 17, forcing crews to fight the blaze from the outside due to compromised insulated roofing and high shelving.
