South Bow to pay $26.9m penalty and spend ~$40m after Keystone pipeline spill in Kansas
A proposed settlement would require South Bow to pay a $26.9m civil penalty, spend about $40m on prevention measures and pay Kansas more than $3m for restoration to resolve EPA and state allegations over the December 2022 Keystone pipeline rupture that spilled nearly 13,000 barrels of heavy crude. The agreement follows findings of improperly compacted soil and an overstressed pipe bend at the rupture site and would be finalized by a judge after a 30-day public comment period.
