The core of the conflict is that the operator pursued proposed alternative programmes that delay the mandatory drilling of CH-1 and do not implement the approved 2026 work and budget plan. The notice triggers a 90-day period for an amicable resolution; if this fails, the case can be referred to the London Court of International Arbitration and the parent company guarantee can be invoked against Zubair.
