Electra has hired WB Melback with a C$25 million construction contract for the solvent-extraction building of its cobalt sulfate refinery north of Toronto. The contract covers concrete and civil works, steel structures, piping, and electrical and instrumentation; preliminary work approvals allow early activities such as testing, shop drawings and shell construction. Electra says the project is on budget and on schedule, with commissioning planned for next year. Electra Battery Materials has signed a binding investment agreement with the Canadian government for C$20 million from the Strategic Response Fund to complete and commission the cobalt sulfate refinery in Temiskaming Shores. Mechanical completion is planned for Q2 2027, with first production to start in 2027 at an initial capacity of about 5,120 tonnes and expansion potential to 6,500 tonnes. The funding includes repayable and non‑repayable contributions; much of the output is secured by an offtake agreement with LG Energy Solution.
