Voya Financial wins District of Columbia retirement mandate worth $4.3 billion
Voya Financial was selected by the District of Columbia as the new provider to manage the defined-contribution retirement plans (401(a)) and 457(b) plans. The mandate covers more than 52,000 participant accounts and $4.3 billion in assets. Voya presented its workplaceâfocused platform that integrates retirement, investment management and employee benefits for 18 million customers and over 50,000 corporate clients. Management highlighted strong cashâflow generation (USD 650m in 2024, USD 775m in 2025, further increases expected in 2026), high margins in the retirement business and crossâselling potential. Voya Financial misses profit forecasts in Q2 after hit from alternative investments
Voya Financial reported adjusted operating earnings per share of $1.51 (expectation $1.97) and revenue of $1.9 billion (expectation $1.93 billion). Negative performance in alternative investments (annualized return -2.5%) and severance costs each reduced quarterly earnings by about $0.90 per share. Core businesses showed strength: retirement business net inflows were $8.1 billion and Wealth Management assets under management rose to $33 billion.
